Guri City in Gyeonggi Province (Mayor Baek Kyunghyeon) announced on October 28 that, following the Ministry of the Interior and Safety's follow-up measures regarding the disruption to the resident registration system caused by the National Information Resources Service fire on September 26, it will implement measures to minimize inconvenience for citizens, including waiving the reissuance fee for integrated circuit (IC) resident registration cards.

This measure was introduced in consideration of the approximately 21,000 new resident registration card applicants nationwide who, due to the system disruption, were issued standard resident registration cards without IC functionality. It is a nationwide response aimed at minimizing administrative damage and protecting citizens' rights and interests.


For new applicants who received standard resident registration cards during the disruption period (September 29 to October 27) and request reissuance of an IC resident registration card after the system is restored, the reissuance fee will be temporarily waived from October 28, 2025, when the system is restored, until January 31, 2026.


In particular, this measure is designed to enhance convenience by providing a sufficient application period, allowing second- and third-year high school students to apply easily during their winter break.


Additionally, for those eligible for new resident registration cards, the two months of September and October, when the disruption occurred, will be excluded from the application and administrative fine calculation periods. This ensures fairness so that citizens whose issuance deadlines fall within this period will not be disadvantaged.


This fee waiver and adjustment of relevant periods go beyond simple administrative supplementation. It is considered an example of "citizen-centered administration" that reduces citizens' financial burden and restores administrative trust, even in unavoidable system disruption situations.


A Guri City official stated, "We sincerely apologize for the inconvenience caused to citizens by this central system disruption," adding, "We will promptly and accurately implement the government's follow-up measures to minimize public complaints and do our utmost to ensure that citizens can use administrative services with peace of mind."
