From September 22 to 30, the evaluation team reviewed submissions from each department for 100 major pledge projects. Through interviews with staff and department heads, they conducted a checklist evaluation of five items: validity of the basic plan, achievement of targets, implementation schedule, efforts to secure and execute the budget, and improvement efforts.


As a result of this evaluation, 82 projects were rated as 'Excellent,' 14 as 'Improved,' and 4 as 'Average,' indicating that most pledges showed a high implementation rate compared to the original plan.


Hoengseong County has set its vision as "A Prosperous, Hopeful, and Happy Hoengseong for Residents," and is currently pursuing 100 major pledge projects under seven strategic goals: resident happiness, economic vitality, balanced development, prosperous agriculture, welfare satisfaction, education and sports, and culture and leisure.


In particular, the county has established its reputation for "trusted county administration and execution-focused governance" by achieving an 'A grade' for two consecutive years in the national evaluation of basic local government heads' pledge implementation. As of October 20, 2025, 70 pledges have been completed, 29 are in progress, and 1 is deemed unfeasible, showing that overall pledge implementation is progressing stably.


Tangible changes have been observed in the education and welfare sectors, which are directly linked to residents' lives.


Initiatives such as "Revitalizing Small Schools," "Activating Village Education Communities," and "Expanding Scholarship Programs" have contributed to reducing educational disparities and establishing a foundation for population inflow. Customized policies to improve childcare environments and enhance senior welfare have created a balanced welfare system across generations.


The culture, sports, and tourism sectors have shown the most dynamic growth this year.


With the expansion of sports infrastructure like the "Baseball Park Revitalization" and "Park Golf Course Expansion," as well as projects such as "Developing Tourism Resources Linked to Hoengseong Lake Trail," "Expanding the Seomgang-Jeoncheon Promenade," and "Promoting Local Art Festivals," the county has laid the foundation for a city where culture is embedded in everyday life.


In the agriculture and forestry sectors, efforts such as planting nectar-producing trees, creating healing complexes, and expanding the smart agriculture base have laid the groundwork for a regionally-circulating economy. Infrastructure projects like road and bridge expansion have also contributed to improving residents' quality of life.


The pledge implementation evaluation team commented, "The strengthening of interdepartmental collaboration, the establishment of a performance management system, and the development of resident communication structures were particularly impressive."


They also noted that Hoengseong County's "resident participation, implementation monitoring, and performance sharing" structure is evolving beyond a simple administrative plan into a policy platform realized together with residents.


County Governor Kim Myungki stated, "Pledges are a matter of trust and promise with residents. We will implement changes that residents can truly feel and ensure transparency throughout the entire pledge implementation process to achieve trusted governance."
