The construction project for the Southeastern Region Integrated Welfare Center (tentative name), which will be established in Hakkok-ri, Dongnae-myeon, Chuncheon, Gangwon Province, passed the local fiscal investment review by the Ministry of the Interior and Safety on October 17.
The city applied for the local fiscal investment review with a total project cost of 38.7 billion won in July and received conditional approval on this day. The local fiscal investment review is a system that evaluates the necessity and feasibility of new local investment projects in accordance with the Local Finance Act.
This project will create an integrated welfare center in Hakkok-ri, Dongnae-myeon, bringing together a senior welfare center, lifelong learning center, smart library, book cafe, and a communal care center. The site area is 9,893 square meters, with a total floor area of 4,000 square meters, and the total project cost is 38.7 billion won. It is expected to significantly improve the cultural and welfare environment for residents in Dongnae-myeon, Sindong-myeon, Dongsan-myeon, and other southeastern areas.
With the Ministry of the Interior and Safety’s investment review approval, the construction plan is proceeding smoothly.
Previously, the project was selected as a new project for special situation area development by the Ministry of the Interior and Safety, securing 10 billion won in national funding. The city plans to proceed with the public architecture planning service, preliminary review, and design beginning next year, after the shared property management plan passes at the 345th regular session of the Chuncheon City Council and the budget is allocated in December. Construction is scheduled to begin in 2027, with the center slated to open in 2029.
A city official stated, "Passing this investment review has laid the groundwork for the smooth implementation of the center’s construction," adding, "We will do our utmost to realize the Southeastern Region Integrated Welfare Center, which fulfills the hopes of local residents for improved welfare and cultural infrastructure."
