Yongin City in Gyeonggi Province will utilize artificial intelligence (AI) technology to monitor vehicles with habitual unpaid automobile taxes and fines.

On October 13, Yongin City announced that it will fully implement a monitoring system using the “AI Map of Delinquent Vehicle Occurrences,” which combines AI and big data, to enhance the efficiency of monitoring vehicles registered under false names (so-called “ghost vehicles”).


This decision was made because it is difficult to efficiently monitor ghost vehicles-whose registered addresses differ from their actual locations-using the conventional address-based monitoring system.


The new system analyzes big data from parking violation CCTV footage and uses ChatGPT technology to display locations on a map where vehicles registered under false names or vehicles with habitual unpaid taxes and fines frequently appear.


By utilizing this system, the city can track the actual movement patterns of vehicles instead of relying on registered addresses, and deploy personnel in areas with a high frequency of such vehicles for targeted monitoring. In fact, through a pilot operation up to August this year, the city analyzed data from 310 CCTVs where delinquent vehicles were detected and found that it could complete the seizure of license plates from seven vehicles in just one hour and thirty minutes, compared to the previous six hours required.


The city plans to continue the pilot project until the end of the year and officially launch the initiative in January next year. In particular, the city aims to establish a sustainable monitoring system by updating the map every month as new data is collected.


The monitoring targets are vehicles with unpaid automobile taxes and parking violation fines exceeding 300,000 won. The city will focus especially on vehicles suspected of being registered under false names that have been ordered to cease operation, as well as vehicles registered under closed corporations or deceased individuals, which are difficult to track.


A city official stated, “With the AI-based occurrence map, we can now conduct data-driven, precise monitoring instead of random checks,” adding, “We expect that the introduction of this system will not only increase the success rate of monitoring but also help protect citizens from illegal vehicles.”


As of July, there were a total of 8,086 delinquent vehicles in Yongin, with total unpaid taxes and fines amounting to 6 billion won.
