The redevelopment plans for Mokdong Complexes 1, 2, and 3 have been finalized, allowing for up to 49 stories and a total of 12,206 households. With the last three of Mokdong's 14 complexes passing Seoul City's review, the initial step has been taken. A process that previously took an average of five years to designate a redevelopment zone has now been completed in just one year and nine months through the fast-track integrated planning process.
On October 2, Seoul City announced that the 10th Urban Planning Committee's Fast-Track Integrated Planning Subcommittee had approved, with modifications, the designation of the redevelopment zone, the determination of the redevelopment plan, and the landscape review for the Mokdong Complexes 1, 2, and 3 apartment reconstruction project in Yangcheon-gu.
All three complexes will be built up to 49 stories high, each with a floor area ratio of 300%. Mokdong Complex 1 will have 3,500 households, including 413 rental units, with new apartment buildings and reconstructed community facilities. Within a 500-meter radius are Sinmokdong Station on Subway Line 9, Yongwangsan Neighborhood Park, and Wolchon Elementary School. A neighborhood park of approximately 10,500 square meters will be created, connecting schools and low-rise residential areas.
Mokdong Complex 2 will be redeveloped into 3,389 apartment units, including 396 rental units. It is adjacent to Yongwangsan Neighborhood Park, Paris Park, and Sinmok Middle School, offering abundant green spaces. To meet the needs of younger generations, a 3,870-square-meter public facility for childbirth and child-rearing support will be built, along with a new 10,250-square-meter neighborhood park.
Mokdong Complex 3 will be transformed into 3,317 apartment units, including 398 rental units. Accessibility to key public facilities such as Yangcheon Library and the post office, as well as resident rest areas like Paris Park and National Assembly Boulevard Park, will be enhanced. A 10,000-square-meter neighborhood park linked to low-rise residential areas will be constructed, and existing daycare centers will be rebuilt to establish a comprehensive care infrastructure.
The Mokdong redevelopment plan shifts away from a car-centric, closed complex structure to an "open complex" that connects internal pedestrian pathways to external streets. Public walkways will link local green corridors, such as Anyangcheon and Paris Park, to achieve "five-minute green access." Reflecting the area's high bicycle usage, bike paths and parking spaces will be installed along walkways and roadsides.
From a landscape perspective, the skyline will transition from low-rise (up to 7 stories), to mid-rise (up to 15 stories), to high-rise buildings. Low-rise residential buildings (7 stories) will be placed along the street, with designated sections for neighborhood facilities at the lower levels to invigorate the streetscape and enhance daily convenience. The central streets will be developed as pedestrian-friendly commercial avenues.
To strengthen public amenities, 13 public facilities (with a total floor area of 80,165 square meters) will be expanded both inside and outside the complexes. Daycare centers, public offices, and administrative infrastructure will be reinforced, and roads will be widened by 1.5 to 3 meters or more. To address chronic parking shortages, two public parking lots are also planned.
Since Mokdong Complex 6 was first selected for fast-track integrated planning in October 2022, all 14 complexes have either completed or are undergoing designation as redevelopment zones through this process. Currently, Complexes 4, 5, 6, 7, 8, 9, and 10 have completed the public notice for zone designation, and Complex 11 is preparing for public notice after the public inspection announcement.
The 14 Mokdong complexes currently house 26,629 households, and after redevelopment, 47,438 households will be supplied-1.8 times the current number. The number of new homes added through redevelopment will be 20,809, of which 6,104 will be rental units. Half of the rental supply, or 3,052 units, will be provided as long-term Jeonse housing for newlyweds under the Mirinae Home program.
At the end of July, Seoul Mayor Oh Sehoon visited Mokdong Complex 6 and announced plans to shorten the redevelopment project period by up to seven years through intensive process management. Seoul City and Yangcheon-gu have been working together to manage the process. Complexes 8 and 12 received project committee approval in just two years and five months, and Complex 6 completed union establishment approval in just nine months, with subsequent steps also being implemented swiftly.
Choi Jinseok, head of Seoul City's Housing Division, stated, "With this decision, Mokdong Complexes 1, 2, and 3 will finalize their building plans through public notice and integrated review, and the projects will proceed rapidly. Following the housing supply acceleration measures, Seoul City is further increasing the pace with Fast-Track Integrated Planning Season 2. Through continued intensive process management, we will accelerate the redevelopment of all 14 Mokdong complexes."
