Pohang City has launched on-site inspections to minimize inconvenience for citizens in connection with administrative network disruptions caused by the fire at the National Information Resources Service.
On September 29, Mayor Lee Gangdeok visited the Ocheon-eup Administrative Welfare Center to personally check for potential inconveniences that may arise during civil complaint processing and received reports from responsible officials on emergency response measures and operational status.

원본보기 아이콘As of 9 a.m. on the 29th, out of 647 government administrative information systems, 39 services-including Government24 civil complaint processing-had been restored. Services currently available in person include the issuance of resident registration certificates and certified copies, issuance of seal certificates, (re)issuance of resident registration cards, family relationship registration services, passport applications (excluding registration work), and various civil certification services. Currently, unmanned civil document issuance machines are operational.
Mayor Lee emphasized, “Although this is an unexpected nationwide IT disruption, minimizing inconvenience for citizens is our top priority,” adding, “We must maintain public trust in administration by providing unwavering public services even in times of crisis.”
He also instructed, “All departments, including the Administrative Welfare Center, must work closely together and pay close attention to ensure there are no issues in the reception and processing of civil complaints.”
The city is responding quickly by promptly notifying the public of the disruption via its website and social media, operating manual reception counters, and strengthening telephone and on-site consultations. At the same time, Pohang City is making every effort to prepare alternative measures in case the disruption is prolonged and is continuously monitoring the situation to develop further countermeasures.
The city plans to mobilize all administrative resources to ensure citizen convenience until the nationwide system is fully restored, maintaining close coordination and information sharing with central government ministries, relevant departments, and related agencies.
