Following the implementation of the government's 'June 27 Household Debt Management Reinforcement Plan,' the maximum limit for mortgage loans has been capped at 600 million won, significantly raising the entry barrier for purchasing or pre-purchasing apartments in Seoul. In particular, the requirement to move in within six months and the ban on loans for owners of multiple homes are further increasing the burden on genuine homebuyers.


These measures are having a direct impact on the Seoul apartment market. According to Real Estate R114, as of August 1, the average sales price of small and medium-sized apartments (59-84㎡) in Seoul is about 1.4 billion won. Previously, it was possible to borrow up to about 1 billion won, but after the new regulations, only up to 600 million won is allowed, meaning buyers must have at least 800 million won in cash. The same applies to the pre-sale market. For new apartments in Seoul with an exclusive area of 84㎡, the average pre-sale price exceeds 1.5 billion won, so even when maximizing mortgage loans, buyers still need to secure more than 900 million won in funds.


As securing funds in Seoul becomes more challenging, buyers are turning their attention to areas such as Guri and Hanam, where it is possible to purchase a home with a budget of around 1 billion won while still enjoying access to Seoul’s amenities. In particular, Guri is attracting attention due to the extension of Subway Line 8, the benefits of the GTX-B line, and its location adjacent to the northeastern part of Seoul.


According to industry experts, "Recently, there has been a sharp decline in the number of jeonse rental listings in the Gyeonggi Province areas near Seoul, which indicates that demand for actual residence is rapidly flowing in," adding, "There is growing demand for home purchases in areas where people can enjoy access to Seoul while avoiding loan restrictions."


Amid this trend, new apartment pre-sales in Guri are drawing attention. Joongheung Construction is launching 'Joongheung S-Class Hill The Foret' in the Gyomun-dong area of Guri. The project consists of two complexes, with buildings ranging from four basement levels to 15 above-ground floors, 22 buildings in total, and 1,096 units. Of these, 637 units with exclusive areas of 59㎡ and 84㎡ are available for general sale.


An industry official stated, "Given its proximity to Seoul and the premium of being a large-scale branded complex, this pre-sale is likely to attract both genuine buyers and investors." The model home for 'Joongheung S-Class Hill The Foret' is located in the Gyomun-dong area of Guri, Gyeonggi Province.
