The Ministry of Land, Infrastructure and Transport will implement a continuous monitoring system starting on September 23 to prevent private rental business operators from violating their obligations. The system will check daily whether rental contract reports are submitted on time and whether required guarantees are in place, and will provide guidance via mobile text messages.
On September 22, the Ministry announced that it will now notify local governments every day of suspected violations through the Rental Registration System (RentHome). Previously, local governments relied on their own inspections or joint inspections, but now the Ministry will cross-check information registered in RentHome, contract report records from the Housing Lease Information System, guarantee subscription data from guarantee companies, and building register information to identify potential violations.
If cases such as missing rental contract reports, failure to subscribe to rental deposit guarantees, non-compliance with mandatory rental periods, or exceeding rent caps are detected during this process, local governments will launch investigations and may take administrative actions such as imposing fines or canceling business registrations.
Preventive measures are also being put in place. Local governments will use RentHome to send text message reminders to rental business operators about contract report deadlines and other obligations. Rental business operators must accurately provide their mobile phone numbers at the time of registration to receive this service.
Lee Kibong, Director of Housing Welfare Policy at the Ministry of Land, Infrastructure and Transport, stated, "Once the continuous monitoring system is fully implemented, it will ensure that rental business operators fulfill their public obligations, and tenant protection will be further strengthened."
