The second round of Livelihood Recovery Consumption Coupons will begin distribution at 9:00 a.m. on September 22. For both online and offline applications, a day-of-the-week system will be implemented during the first week based on the last digit of the applicant's birth year.


According to the Ministry of the Interior and Safety on September 21, the second round of consumption coupons will provide 100,000 won per person to citizens in the bottom 90% income bracket. Eligibility can be checked starting September 22 through the National Health Insurance Service, card company websites and apps, community service centers, and bank branches.

Eligible recipients can apply online or offline from 9:00 a.m. on September 22 until 6:00 p.m. on October 31, for approximately six weeks. They may choose to receive the coupon via credit or debit card, prepaid card, or local gift certificate.


Citizens who wish to receive the coupon via credit or debit card can apply online through their card company’s website, app, call center, or ARS, or by visiting a bank branch affiliated with their card. Those preferring mobile or card-type local gift certificates can apply online through the local government’s gift certificate app or website for their registered address, and the coupon will be issued the following day. Additionally, citizens who wish to receive a prepaid card or paper-type (or certain card-type) local gift certificate can visit their local administrative welfare center (community service center or township office) with identification to apply for and collect the consumption coupon.


The distributed consumption coupons can be used for about two months, until November 30. Residents of metropolitan or special cities can use the coupon within their respective cities, while those in provincial areas can use it in the city or county corresponding to their registered address. Objection applications will also follow the day-of-the-week system during the first week, just like the coupon application process. Any objections submitted will be reviewed by the local government and the National Health Insurance Service, and applicants will be individually notified once the review is complete.


Minister Yun Hojoong stated, "For the second round of consumption coupons, we have made significant efforts to simplify the application process and expand the places where coupons can be used, in order to enhance public convenience." He added, "I urge all citizens to apply by October 31 to ensure you receive your Livelihood Recovery Consumption Coupon, and to use it promptly by November 30."
