Ulsan City will begin the second round of "Livelihood Recovery Consumption Coupons" distribution on September 22.
This round targets households excluding high-asset holders and the top 10% income bracket, with each eligible citizen receiving 100,000 won.
As with the first round, the second round of consumption coupons will be distributed to citizens residing within the city, and approximately 970,000 Ulsan residents are expected to benefit.
Individuals listed together on the resident registration form are considered one household. However, spouses and children registered as dependents under the National Health Insurance, even if their addresses differ, will be recognized as part of the same household.
Eligibility for the second round is determined through a two-step process. First, households whose total property tax base exceeded 1.2 billion won last year or whose financial income exceeded 20 million won are classified as "high-asset households" and are excluded. Next, among the remaining households, those eligible for the second round are selected based on the total health insurance premiums paid per household.
Since September 15, citizens who have applied for the National Secretary Notification Service can check their eligibility in advance. Starting at 9 a.m. on September 22, eligibility can be confirmed through various channels, including card company and National Health Insurance Service websites, bank branches, and community centers.
Applications can be submitted both online and offline from 9 a.m. on September 22 until 6 p.m. on October 31.
As in the first round, recipients can choose to receive the benefit via credit card, debit card, Ulsan Pay (mobile), or prepaid card.
During the first week, from September 22 to 26, an application day system will be implemented, with eligible applicants assigned specific days based on the last digit of their birth year, as was done in the first round.

For example, those born in 1971 or 1976, whose birth year ends with 1 or 6, can apply on Monday. Those born in 1972 or 1977, whose birth year ends with 2 or 7, can apply on Tuesday.
To ensure the smooth implementation of the second round of Livelihood Recovery Consumption Coupons, Ulsan City will deploy city officials and volunteers at 55 towns, townships, and neighborhoods for the first two weeks of distribution.
Each Administrative Welfare Center will be staffed with one city official and two volunteers to reduce the workload of district offices and to provide administrative support, enabling citizens to apply for and receive their consumption coupons more quickly and conveniently.
In particular, with a surge in demand for prepaid cards expected during the first week of applications and ahead of the Chuseok holiday (October 3-9), the city plans to minimize on-site congestion and ensure a smooth application environment.
The distributed consumption coupons must be used by November 30.
A city official stated, "We expect this second round of distribution to greatly contribute to stabilizing citizens' livelihoods and revitalizing local businesses," and urged citizens to actively apply.
The first round of "Livelihood Recovery Consumption Coupons," implemented by Ulsan City to support economic recovery and boost the local economy, achieved a final distribution rate of 99.3%.
During the first round, which ran from July 21 to September 12, a total of approximately 1,079,000 Ulsan citizens applied for and received 207.1 billion won.
