The master plan for the redevelopment of the Sanggye, Junggye, and Hagye-dong areas has passed the review by the Seoul Metropolitan Government. The areas surrounding Nowon, Madeul, Hagye, and Eunhaeng Sageori stations have been designated as "complex redevelopment zones," allowing for the construction of buildings up to approximately 60 stories (180 meters) after redevelopment.

On September 11, the Seoul Metropolitan Government announced that it had convened the 15th Seoul City Urban Architecture Joint Committee and approved with revisions the "Redevelopment Plan for the District Unit Planning Zones of Sanggye (Stages 1 and 2), Junggye, and Junggye 2 Residential Development Districts," which had been publicly announced for inspection in June of last year.


The city plans to re-announce the revised district unit plan as early as November, with the goal of finalizing the changes to the district unit plan within the year.


The Sanggye, Junggye, and Hagye-dong areas were developed in the 1980s as part of a residential land development project to supply two million homes. Now, over 40 years later, there is an urgent need to transform these areas from simple residential zones into self-sufficient urban districts.


In response, the city launched a district unit plan redevelopment study in April 2023 and has since prepared a redevelopment proposal. To improve the residential environment, special planning zones will be designated for apartment complexes that are due for redevelopment, providing proactive support for reconstruction. If redevelopment proceeds according to the district unit plan, the Sanggye and Junggye districts, which currently comprise 76,000 households, will be transformed into residential areas accommodating 103,000 households.

First, the city will introduce the concept of "complex redevelopment" to enhance the business viability of the project and strengthen self-sufficiency by upgrading zoning and focusing on mixed-use development around subway stations. By designating complex redevelopment zones, high-density mixed-use development will be possible in station areas, integrating jobs, housing, and culture. To revitalize these areas, the city will encourage the creation of integrated spaces centered around subway stations, such as connecting subway entrances and activating street-level spaces.


A total of 19 zones have been designated as complex redevelopment zones. These include Sanggye Jugong Complexes 3, 6, and 7 near Nowon Station (3 locations); Sanggye Jugong Complexes 9, 10, 11, 12, 14, and 15 near Line 7 Madeul Station (6 locations); Hyundai Woosung, Hanshin Cheonggu, Jangmi, and Miseong near Line 7 Hagye Station (4 locations); and Junggye Cheonggu 3rd, Konyoung 3rd, Dongjin Sinan, Junggye Jugong Complexes 5 and 6, and Life Cheonggu near Eunhaeng Sageori Station (6 locations). When designated as complex redevelopment zones, the zoning will be upgraded to quasi-residential, but at least 10% of the area must be allocated for non-residential uses such as offices (work) and shopping malls (retail). The mandatory public contribution rate is 15% of the site area.


Building heights in the district unit planning areas have been set at 180 meters for complex redevelopment zones and 150 meters for Type 3 general residential areas. A height of 150 meters corresponds to about 50 stories, while 180 meters allows for up to 60 stories. Complexes adjacent to subway stations such as Nowon, Madeul, Hagye, and Eunhaeng Sageori will be able to build up to 60 stories. However, the area around Junggye Station was not included in the complex redevelopment zones.


A Seoul Metropolitan Government official explained, "The area around Junggye Station does not meet the physical requirements for complex redevelopment zones, so building heights have been set at 150 meters. For Green and Mujigae Apartments, the residential environment is relatively sufficient. In addition, the planned Bulamsan and Seoul Science Museum stations are not adjacent to commercial or quasi-residential areas and are close to natural green spaces, so they were excluded from the complex redevelopment zones."

A pedestrian and green network connecting Jungnangcheon Stream with Surak and Bulam Mountains will also be created. Existing small, dispersed parks within complexes will be reorganized to improve accessibility and connectivity. To secure open views, four major regional corridors will be established along main roads, and three district corridors will be set up along 20-meter public pedestrian pathways. Community service facilities such as Kiwoom Centers, sports facilities, and open community spaces linked to public pedestrian pathways will be placed every 10 minutes on foot (within a 500-meter radius). Urban infrastructure will also be restructured to reflect changing times, including the expansion of basic facilities.


Cho Namjun, Director of the Seoul Metropolitan Government Urban Space Headquarters, stated, "With the establishment of a master plan for the Sanggye, Junggye, and Junggye 2 residential development districts in Nowon-gu, which are now due for reconstruction, we can rapidly advance the redevelopment projects. We expect to improve the quality of the residential environment and create Seoul-style child-friendly complexes, transforming the city into a better place to raise children."
