On September 9, Minister of National Defense Shin Kyubaek stated, "We will consistently pursue a two-track approach that simultaneously promotes the easing of military tensions and the building of trust, based on strong deterrence and a flawless state of readiness."
At the opening ceremony of the '2025 Seoul Defense Dialogue (SDD)' held at the Lotte Hotel in Jung-gu, Seoul, Minister Shin remarked, "The growing sophistication of North Korea's nuclear and missile threats poses a significant challenge to peace and stability on the Korean Peninsula and in the region, as well as to the global non-proliferation regime."
Minister Shin first emphasized, "We will strengthen our strategic deterrence, defense, and response capabilities without leaving any gaps," adding, "However, at the same time, we will always keep the door open for dialogue to modernize mechanisms for easing military tensions and managing risks."
He continued, "We will create peace through strength and build sustainable peace through sincere dialogue," and added, "We will steadily accumulate practical measures to break the vicious cycle of crisis and open opportunities for peace."
Minister Shin stated, "Peace does not come by chance. Peace must be meticulously designed, and commitments must be continually reaffirmed and sustained," adding, "Through dialogue, we will reduce mutual distrust and develop practical coordination mechanisms for risk management."
