Through the resolution, Councilor Ahn pointed out that a series of water main break accidents, repeated traffic congestion, and ground subsidence during the construction of Gwangju Urban Railway Line 2 have heightened anxiety among residents.


In particular, he noted that the water main break accident involving 9,000 tons at the Kumho-dong construction site last July occurred at the same location as a similar incident two years ago. Since 2020, there have been a total of 35 water main break accidents at the Urban Railway Line 2 construction sites.


Councilor Ahn stated, "The affected businesses at that time received compensation only after a year, and the promised measures to prevent recurrence were not implemented, leading to repeated accidents." He emphasized, "This is a clear man-made disaster caused by insufficient preliminary safety inspections, inadequate management systems, and the complacent attitude of relevant agencies."


He further urged, "The absolute priority must be the safety and quality of life of residents, rather than project outcomes," adding, "Measures must be established promptly so that a truly Gwangju-style urban transportation system can be completed as soon as possible."
