Uiseong County in North Gyeongsang Province has fully revised its "Uiseong County Occupational Safety and Health Management Regulations" to prevent industrial accidents and ensure worker safety, and began full implementation on August 29.

This revision goes beyond a simple update of the regulations. It is significant because it strengthens effectiveness in line with the changing industrial environment and marks a shift toward a "paradigm change in safety and health management" led by the public sector.


◆ Transition to a Customized Safety System for Industrial Sites

The revised regulations address previously identified shortcomings and focus on further reinforcing accountability within the administrative organization. Key points include: ▲Clarifying responsibility for risk assessment ▲Establishing a prompt reporting system in the event of an accident ▲Introducing a new safety and health proposal system ▲Strengthening the record-keeping and documentation system for safety and health education.


The county is quickly communicating the revised regulations to each department and is providing training and conducting inspections to ensure immediate implementation in the field. Furthermore, it plans to continue regular monitoring and improvement activities to build a sustainable safety and health management system.


◆ On-site Workers and Managers Expect "Faster Response and Stronger Accountability"

A facility management worker at Uiseong County Office said, "In the past, the reporting process after an accident was complicated, making it difficult to respond quickly. With this revision, the procedures have been simplified, so I expect much faster action will be possible on site."


A safety and health manager also emphasized, "With the strengthened record-keeping and documentation of safety and health education, both managers and workers will feel a greater sense of responsibility. This will be a major help in establishing a culture of preventive safety."

Governor Kim Jusu stated, "This revision is not just a formal update of the regulations, but is focused on ensuring that real safety can be experienced in the field. A professor from the Department of Industrial Safety Engineering at Kyungpook National University remarked, "Safety and health regulations are not only about reducing accidents, but are also a core asset that increases an organization’s credibility and efficiency. Uiseong County’s revision is significant in that it institutionalizes safety and health at the local government level."


He further evaluated, "In the long term, this will lead to improved safety management standards for local businesses and public institutions, and ultimately strengthen the region’s overall competitiveness."
