The recently announced 6.27 real estate policy has imposed strong loan restrictions on the Seoul apartment market, leading to expectations that officetels, which are outside the scope of these regulations, will benefit as a result.
According to the Ministry of Land, Infrastructure and Transport's official transaction price disclosure system, there were 6,561 officetel sales transactions in Seoul from January to June this year, a 22.6% increase compared to the same period last year (5,354 transactions). This marks the highest figure in three years since the first half of 2022 (9,189 transactions). KB Real Estate statistics also show that the Seoul officetel sales price index has risen for six consecutive months, from 123.49 in January this year to 124.11 in July.
Officetels previously gained attention as alternative investment options during the sharp housing price increases of 2020-2021, as they were not subject to the same regulations that targeted apartments. Despite the tightening of tax regulations on residential officetels at the time, they remained a viable choice for both end-users and investors.
Although transaction volumes dropped sharply from the second half of 2022 due to interest rate hikes and economic slowdown, the market has recently shown signs of recovery. The number of transactions rebounded from 4,141 in the first half of 2023 to 5,354 in 2024, and further increased to 6,561 this year, continuing the upward trend.
The 6.27 policy appears to have provided a new turning point for the officetel market. The policy limits the maximum mortgage loan amount for apartments in the Seoul metropolitan area and regulated zones to 600 million won, and effectively blocks loans for owners of multiple homes. In contrast, officetels are classified as "quasi-residential" properties and are exempt from these regulations, with no loan limit restrictions.
As a result, end-users who feel burdened by apartment purchases are turning their attention to officetels, which are subject to fewer regulations. Interest is particularly high in residential-type officetels.

The living infrastructure is also excellent. All essential elements for daily life, such as shopping, medical care, culture, and parks, are concentrated in the area. Major facilities, including The Hyundai Seoul, IFC Mall, Yeouido St. Mary's Hospital, and Hangang Sacred Heart Hospital, are nearby, providing favorable conditions for both residents and landlords. With Yeouido Park and the Han River close by, residents can enjoy a pleasant environment and nature within the city. Some units offer views of the park and the Han River, meeting the needs of those seeking a premium residential space.
