Since taking office in July last year, Administrator Kwon has emphasized "producing tangible results that the public and farmers, as policy stakeholders, can truly experience through change and innovation." He highlighted, "We are expanding smart agriculture that maximizes crop quality and yield by creating optimal growth conditions based on big data. In particular, the opening of the Agricultural Satellite Center laid the foundation for the 'era of precision observation agriculture' in Korea by utilizing agricultural satellites for the first time in the country."

He went on to say, "We have worked to resolve difficulties in the agricultural field, such as creating safe, accident-free workplaces. We have also fostered key regional crops through tailored collaboration with local communities, and contributed to increasing food production and farm incomes in developing countries by sharing our accumulated agricultural technologies." He explained, "As a result, the Rural Development Administration has achieved tangible outcomes, including being selected as an excellent institution in the 2024 government performance evaluation for key policies, innovation, and policy communication."

Finally, he told the staff, "I hope that all of you will combine your capabilities so that, under the leadership of the new Administrator, we can wisely overcome the challenges facing our agriculture and rural communities. I will always support the Rural Development Administration and, though it may be small, will continue to contribute in any way I can."
