DL Construction has issued an apology to the bereaved family and the public regarding the fatal accident that occurred on August 8 at an apartment construction site in Singok-dong, Uijeongbu, Gyeonggi Province. The company also announced that all executives have submitted their resignations and unveiled comprehensive measures to strengthen safety across the organization.
In a statement released on August 11, DL Construction said, "We express our deepest and most sincere condolences to the deceased and offer our heartfelt apologies to the bereaved family." The company added, "Immediately after the accident, we suspended all work at every site and conducted an emergency safety inspection. We will not resume operations until safety is fully assured." The company further stated, "The CEO, all executives, team leaders, and site managers will put their positions on the line and devote themselves to safety management," and pledged, "With a do-or-die determination, we will ensure a safe workplace." In line with this, the CEO, Chief Safety Officer (CSO), all executives, team leaders, and site managers voluntarily submitted their resignations.
DL Construction is a key subsidiary of DL E&C. As a major construction company subject to the Serious Accidents Punishment Act, it ranked 13th in construction capability evaluation as of this year. After a government-led "fall accident prevention meeting" in April, the company introduced a "real-name system for hazardous work" and the Chief Safety Officer emphasized that "achieving zero serious accidents is a matter of survival." Nevertheless, a fatal accident occurred just four months later.
The accident took place at the 'ePyeonhansesang Singok Signature View' construction site in Uijeongbu, which consists of 815 units in a building spanning from three basement floors to 35 above-ground floors. The site is scheduled for completion in September 2026. At the site, a worker in his 50s, referred to as Mr. A, was removing a safety net on the 18th floor to prevent falls. While trying to remove a portion of the net that had become caught on the 6th floor, the support collapsed and he fell.
According to the police investigation, Mr. A was wearing a safety helmet but had not fastened his fall-prevention safety harness. Industry experts have pointed out that "from the moment safety devices are dismantled, workers are exposed to new risks, but the safety management manual for the dismantling process is less thorough than for installation." They also analyze that the risk of accidents is high because, especially in the final stages of construction, safety awareness tends to become lax and dismantling work is often assigned to less experienced subcontracted workers.
