According to Sejong City on August 7, the government declared Jeondong-myeon a special disaster zone on August 6 after the Central Joint Investigation Team confirmed the damage on site and finalized the restoration cost. From July 16 to 19, 371mm of torrential rain fell in this area, causing the Jocheon stream to overflow and resulting in the loss of nearby farmland, roads, river facilities, and more.
At the time, the total number of estimated damage cases and the amount of damage in Sejong City, including both public and private facilities, reached 657 cases and 6.319 billion won. Of these, Jeondong-myeon alone accounted for 265 cases and 2.3 billion won in damages. According to the current Framework Act on the Management of Disasters and Safety, a eup, myeon, or dong can be declared a special disaster zone if the amount of damage in that area exceeds 1.425 billion won.
With the designation as a special disaster zone, a portion of the restoration costs will now be covered by the national government. The city expects this will reduce its financial burden and allow for a faster recovery process.
In particular, residents affected in the designated special disaster zone are eligible for various forms of support, including deferment of national and local tax payments, reductions in public utility fees such as electricity, telecommunications, water, and city gas, low-interest loans for small business owners, and postponement of military enlistment for those scheduled to serve.
Kim Hakgyun, Vice Mayor for Administrative Affairs, stated, "We will mobilize all administrative resources to help citizens affected by the flood in Jeondong-myeon and the other 10 eup, myeon, and dong return to their daily lives as soon as possible," adding, "We will do our utmost to ensure prompt disaster relief payments and recovery in cooperation with relevant agencies."
