On the morning of the same day, during a policy meeting with department and bureau heads at the Seo Jaepil Room in the provincial government building, Governor Kim stated, "The distribution of the Minsheng Recovery Consumption Coupon will generally revive consumer sentiment and greatly contribute to economic vitality. The economy is showing signs of recovery under the new government. Please actively promote the outreach application system for vulnerable groups such as the elderly, so that all residents can quickly apply and spend."
He also said, "The adoption of key regional issues as national policy tasks and the securing of next year's national budget must be achieved in tandem. Let us make every effort in the final stages to ensure that the commitments we are determined to fulfill are well reflected in national policy tasks. In particular, since the Ministry of Economy and Finance's practical draft of the government budget will be finalized in early August, each department and bureau should analyze which projects are facing difficulties within this week, and work together with myself and the two vice governors to address them."
Governor Kim pointed out, "It is an embarrassing reflection of ourselves that the term 'Nakji Budong' (meaning immobility like an octopus) is now being used in the public sector instead of 'Bokjibudong' (meaning inaction). This is not solely the fault of public officials. Even when legitimate work was done, disciplinary actions were taken through policy audits or excessive application of abuse of authority, which created an environment where proactive administration was not possible."
He continued, "Fortunately, since the new government has decided to promote five major tasks for improving public service culture, let us establish and implement practical measures to encourage proactive administration in line with this direction."
Regarding the recent extreme heavy rain damage, he instructed, "Let us thoroughly investigate not only areas designated as special disaster zones or areas of concern, but also general areas with minor damage, so that none are overlooked and national funding can be provided for recovery. Also, make sure that permanent restoration is carried out in the affected areas."
In addition, Governor Kim urged full efforts on the following tasks: ▲active human rights education by the province and cities/counties to protect the rights of foreign migrant workers ▲preemptive response to the enactment of the RE100 Industrial Complex Special Act ▲securing next year's government budget for the Yeosu Industrial Crisis Preemptive Response Zone ▲establishing energy self-sufficiency infrastructure throughout the province, including Gwangyang National Industrial Complex ▲prompt and thorough control measures to prevent further proliferation of rice planthoppers, which have appeared earlier than in previous years.
