The Donald Trump administration has announced an "AI Action Plan" focused on regulatory easing and other measures to secure the United States' global leadership in artificial intelligence (AI).

On July 23 (local time), the White House released "Winning the AI Race: America's AI Action Plan" on its website, stating, "Winning the AI race will usher in a new golden era of human prosperity, economic competitiveness, and national security for the American people." The plan outlines more than 90 federal policy actions that the Trump administration will implement in the coming weeks and months, organized under three pillars: accelerating innovation, building American AI infrastructure, and leading international diplomacy and security.


This plan was developed in accordance with President Trump's directive in the executive order "Removing Barriers to American AI Leadership," which he signed on January 23, the fourth day of his second term, requiring the plan to be established within 180 days. The prompt issuance of this executive order at the outset of his second administration is seen as a measure to gain an advantage over China, a global rival, in the AI race.


The White House also introduced key specific policies included in the AI Action Plan. First, the Department of Commerce and the Department of State will collaborate with industry to provide a secure and comprehensive (full-stack) AI export package?including hardware, models, software, applications, and standards?to allied and partner countries around the world.

The plan also includes accelerating and modernizing permitting procedures for data centers and semiconductor fabs (manufacturing plants), as well as establishing new national initiatives to expand the workforce in high-demand areas such as electricity and HVAC (heating, ventilation, and air conditioning). In addition, the administration will remove excessive federal regulations that hinder AI development and deployment, and will seek input from the private sector on regulatory reduction.


Notably, the plan calls for revising federal procurement guidelines to ensure that contracts with cutting-edge large language model (LLM) developers are based on objective criteria and are free from top-down ideological bias. This reflects ongoing criticism from American conservatives that some technology companies have developed AI systems with inherent progressive bias.


Secretary of State and White House National Security Advisor Marco Rubio stated, "Winning the AI race is a non-negotiable task," adding, "This clear policy objective will ensure that the United States sets global science and technology standards and that the world continues to expect operations to be based on American technology."
