On June 14, Kang Yoojeong, spokesperson for the presidential office, stated in a written briefing, "It has been confirmed that in the early hours of today, a civic group distributed leaflets toward North Korea from Ganghwado."

She continued, "The Lee Jaemyung administration has previously expressed its position that illegal distribution of anti-North Korea leaflets, which threatens the daily lives and safety of residents in border areas and could escalate military tensions on the Korean Peninsula, must be stopped. Despite the government having clearly stated its stance on the distribution of anti-North Korea leaflets, we are taking the violation of this stance very seriously."

Yesterday, during a meeting with residents of border areas, President Lee pledged, "The Ministry of Unification has requested restraint regarding the illegal distribution of anti-North Korea leaflets. If this request is ignored and such actions continue, there must be penalties." On June 10, during a Cabinet meeting, President Lee also instructed relevant ministries to prepare concrete response measures, including penalties, in accordance with the results of reviews under the Aviation Safety Act, Disaster and Safety Act, and High-Pressure Gas Safety Control Act, in relation to the distribution of anti-North Korea leaflets.

Spokesperson Kang stated, "In connection with this matter, a meeting of relevant ministries, led by the Ministry of Unification, will be held on June 16 to discuss comprehensive countermeasures. For the civic group and individuals involved in today's leaflet distribution, strict action will be taken in accordance with the relevant laws and regulations."
