The Office of the President convened a personnel committee on June 9 and placed all five heads of the Presidential Security Service who were involved in the 12·3 Martial Law Incident on standby.
Kang Yoojeong, spokesperson for the Office of the President, stated in a briefing at the presidential office in Yongsan, Seoul, "During the 12·3 rebellion, the Security Service obstructed the execution of lawfully issued arrest warrants and search and seizure operations by the court, causing social confusion and conflict."
Kang further explained, "The leadership of the Security Service refused to comply with legitimate orders and retaliated against executives who cooperated with the execution of arrest warrants," adding that a national institution, which should serve the entire public, effectively became the private security force of former President Yoon Sukyeol, provoking public outrage among many citizens.
As a result, the Presidential Security Service will be operated under an acting leadership system for the time being. Kang stated, "This is a personnel reform and organizational stabilization measure following the inauguration of the new administration, and it is in line with President Lee's emphasis on open and low-profile security."
