The ordinance stipulates that, in addition to national and municipal funding provided under the Ministry of Health and Welfare's "2025 Pediatric Nighttime and Holiday Medical Institution Operation Guidelines," Buk-gu may provide additional financial support from its own budget. The support targets Dalbit Children's Hospital and its partner pharmacies, and includes provisions for subsidizing nighttime and holiday operating expenses, supervision and oversight of participating institutions, and procedures for subsidy recovery.

Han stated, "Although the two Dalbit Children's Hospitals in Buk-gu and their partner pharmacies have begun providing nighttime and holiday medical services, the burden of labor costs remains significant," adding, "We will support the sustainability and revitalization of hospital operations through administrative and financial assistance."
