Total of 108 Sites Now Under Sintong Planning
Improved Living Conditions Expected in Flood-Prone Areas

Eleven locations, including Ssangmun-dong in Seongbuk-gu and Sillim-dong in Gwanak-gu, Seoul, have been newly selected as target sites for the Rapid Integrated Planning (Sintong Planning) project. It is expected that these aging and substandard residential areas, where semi-basement homes are concentrated, will be transformed.


On April 29, Seoul City announced that it had held the 'Second 2025 Housing Redevelopment Project Candidate Site Selection Committee' on April 28 and selected 11 additional candidate sites for Sintong Planning. As a result, there are now a total of 108 areas being promoted for redevelopment under Sintong Planning.

The additional candidate sites were selected after comprehensively considering the urgency of improving the residential environment, the need for integrated development with surrounding areas, the feasibility of securing access, and the possibility of resident conflicts. The selected sites are: △219-90 Jangwi-dong area (Jangwi 13-1), △224-12 Jangwi-dong area, △710-81 Jeongneung-dong area, △610-200 Sillim-dong area, △119-1 Sillim-dong area, △922 Sinjeong 4-dong area, △26 Ssangmun-dong area, △380 Doksan 2-dong area, △3922 Singil-dong area, △675 Eungam-dong area, and △97-35 Cheongpa-dong 1-ga area, totaling 11 locations.


The 219-90 and 224-12 Jangwi-dong areas in Seongbuk-gu, located near Bukseoul Dream Forest Station, were previously released from the Jangwi Redevelopment Promotion District. It is expected that the residential environment will improve as the projects move forward.


The 710-81 Jeongneung-dong area in Seongbuk-gu had repeatedly failed to be selected as a redevelopment candidate site. However, with the inclusion of the business feasibility adjustment factor from the 2030 Urban and Residential Environment Improvement Master Plan, and due to the strong will of residents to push the project forward, the residential environment is expected to improve.

The 610-200 Sillim-dong area in Gwanak-gu is an old and substandard residential zone with a high proportion of semi-basement homes and a lack of parking facilities. The upcoming redevelopment project is expected to improve the living environment in Sillim-dong. The 119-1 Sillim-dong area, known as a "gosichon" (exam village), also has a high proportion of semi-basement homes and a low road contact rate, making it a poor and aging residential area. Through its selection as a candidate site, improvements in the residential environment and the supply of quality housing are anticipated.


Additionally, the 922 Sinjeong 4-dong area in Yangcheon-gu is located near Sinjeong Station and along Omok-ro, and is an old low-rise residential area with a high housing density and a high proportion of semi-basement homes. Redevelopment is expected to improve the residential environment in the Sinjeong-dong area. The 26 Ssangmun-dong area in Dobong-gu, located near Banghakcheon, is an old low-rise residential area with a high proportion of semi-basement homes. Plans are underway to create a waterfront-friendly residential complex linked to Banghakcheon, allowing local residents to enjoy rest, culture, and leisure.


The 380 Doksan 2-dong area in Geumcheon-gu is a densely populated, aging area adjacent to the 20-meter-wide Doksan-ro, with a high proportion of semi-basement homes. Although it had not been selected as a candidate site in previous rounds, the feasibility of the project is expected to improve following adjustments to the district boundaries and the presentation of a transportation plan. The 3922 Singil-dong area in Yeongdeungpo-gu was previously designated as a special disaster zone due to flood damage, raising concerns about safety vulnerabilities. With the completion of the redevelopment project in the northern Singil Redevelopment Promotion District, it is expected to be transformed into a residential complex with an improved living environment.

The 675 Eungam-dong area in Eunpyeong-gu was previously released from the Eungam 2 Reconstruction Maintenance District. Located between Saejeol Station and Baengnyeonsan and adjacent to Gajwa-ro, the area has convenient transportation access, but a preliminary feasibility study on building density was conducted due to its proximity to a nearby elementary school. The 97-35 Cheongpa-dong 1-ga area in Yongsan-gu is a sloped area near Sookmyung Women's University Station, densely packed with old homes. Nearby, Cheongpa Districts 1 and 2 have been designated as redevelopment districts and are undergoing projects. With the selection of this site as a candidate, it is expected that business plans will be developed in coordination with surrounding redevelopment areas.


The city plans to complete preparations for service contracts in the first half of this year for the 11 selected candidate districts, and then begin the Sintong Planning and maintenance plan establishment services. To prevent speculation in the redevelopment candidate sites, the base date for rights calculation will be designated by the head of the district office, depending on the conditions of each district. In the future, land transaction permit zones and building permit restrictions will also be announced separately.


Choi Jinseok, Director of Housing for Seoul City, stated, "The selected candidate sites are aging and substandard residential areas with extremely poor infrastructure and a high concentration of semi-basement homes, making residential environment improvement an urgent issue. Through Sintong Planning, we will make administrative efforts to support rapid housing supply and improvement of residential spaces."
