Ministry of Science and ICT Establishes Disaster Response System for Administrative Information Systems

In the event of a failure in the "administrative information system," which has previously been handled individually by each institution, the Ministry of Science and ICT will now take overall responsibility for the response.


On April 21, the Ministry of Science and ICT announced that it had established the "Administrative Information System Disaster Crisis Response Practical Manual," which defines a crisis management system and the roles of each department to enable a swift and systematic response in the event of a disaster affecting the administrative information system.

This manual is a follow-up measure to the amendment of the Enforcement Decree of the Disaster and Safety Act, which was enacted on July 17 last year, following the administrative network failure that occurred in November 2023. The amendment included first-grade information system failures as a type of social disaster.


The Ministry of Science and ICT manages six first-grade information systems: the Disaster Broadcasting Online System (Emergency Safety Planning Office), the Post Office Next-Generation Comprehensive Financial System, Internet Post Office (epost), Intelligent Postal Information System (Korea Post), Cyber Threat Information Comprehensive Analysis/Sharing System, and Electronic Signature Certification Management Center System (Korea Internet & Security Agency).


Previously, when a failure occurred in any of these systems, the respective operating departments or agencies responded individually. Going forward, however, the Ministry of Science and ICT will coordinate the overall response. This will unify the crisis management system through organic information sharing and cooperation among related agencies, enabling a more systematic response.


The Ministry of Science and ICT plans to conduct simulation drills in the second half of the year based on various crisis-level scenarios, with the goal of building up its response capabilities in advance of potential failures.


Koo Hyukchae, Director General for Planning and Coordination, stated, "As the importance of administrative information systems continues to grow, we will strengthen our crisis response capabilities and further develop a system that can respond swiftly under any circumstances through enhanced cooperation with relevant agencies."
