Goyang City and POSCO E&C Sign Business Agreement
for Technical Support of Resource-Recycling Soil Conditioner 'RE:CO Soil'

Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) announced on the 8th that on the 7th, it signed a business agreement with POSCO E&C at the Goyang City Hall main conference room to support the technology of the resource-recycling soil conditioner ‘RE:CO Soil’.

Through this agreement, both organizations will actively promote technological cooperation and social contribution activities in the fields of healing and urban agriculture using the resource-recycling soil conditioner ‘RE:CO Soil’.


RE:CO Soil is a resource-recycling soil conditioner utilizing coffee grounds and other materials, jointly developed by POSCO E&C and Samhwa Greentec Co., Ltd., and obtained a patent certificate from the Korean Intellectual Property Office in February 2025. This product has proven its effectiveness in improving the soil environment of planting sites and is currently being applied at landscaping sites of POSCO E&C’s construction business division.


Through this agreement, Goyang Special City will receive approximately 160,000 liters of ‘RE:CO Soil’ free of charge from POSCO E&C and plans to distribute it to ▲ school healing gardens creation and operation projects (7 schools) ▲ Gyeonggi-do Dream Growth healing garden creation projects (4 schools) ▲ citizen participation urban agriculture programs.


Additionally, the city plans to establish a socially responsible collaborative model by linking technical consulting on utilization methods with volunteer activities of executives and employees.


Meanwhile, prior to this agreement, on the 3rd, the city held a ‘Healing and Urban Agriculture Work Sharing Meeting for POSCO E&C Resource-Recycling Coffee Grounds Soil Conditioner (RE:CO Soil) Technology Support’ at the Goyang Agricultural Technology Center.


Eleven school representatives, including those from Goyang Agricultural Technology Center, POSCO E&C, Samhwa Greentec, and Todang Elementary School, attended to share the introduction and promotion plans of the 2025 urban agriculture projects, and to discuss the development process of POSCO E&C’s RE:CO Soil and research achievements of Samhwa Greentec’s RE:CO Soil.


A POSCO E&C official stated, “RE:CO Soil is a landscaping material that combines technological capability and the feasibility of resource recycling,” adding, “Through collaboration with Goyang City, we will promote the establishment of an urban agriculture foundation and support emotional recovery programs for educational and welfare facilities, realizing sustainable social responsibility activities together with the local community.”


Mayor Lee Dong-hwan of Goyang City said in his greeting, “This agreement is not just a simple cooperation between a company and a local government but a practical contribution and action for the local community and future generations,” and added, “The city will continue to achieve sustainable development and fulfill social responsibility for the environment through innovative and eco-friendly projects.”


Meanwhile, aiming to realize social value for healing agriculture, the city is creating and operating school healing gardens that heal students’ bodies and minds, and conducting healing agriculture programs for citizens that verify improvements in depressive symptoms and stress reduction effects, thereby laying the foundation for healthy lives of Goyang citizens and sustainable environmental creation through healing agriculture.
