This measure follows the Korea Meteorological Administration's forecast of heavy snow and rain from March 2 to 5. In particular, the Gangwon Yeongdong area is expected to receive up to 1 meter of snow, raising concerns about traffic chaos.

The Expressway Corporation designated the night of the 2nd to the morning of the 3rd, as well as the 4th, as intensive response periods and elevated the emergency work system to the highest level, "Severe."

To this end, 109,000 tons of snow removal materials and 55 snowplows were pre-positioned, and precautionary spreading to prevent road black ice accidents was strengthened.

Additionally, in cooperation with the Ministry of Land, Infrastructure and Transport and local governments, real-time road conditions are being shared, and large-scale rescue equipment and personnel have been deployed forward for rapid response in case of accidents. The cooperation system with military units was also checked to prepare for emergency relief activities support.

President Ham Jin-gyu stated, "We designated snow removal responsibility zones for each executive to manage, and had each regional headquarters chief and branch manager directly command on-site," adding, "We will further strengthen snow removal in high-risk areas such as bridge and tunnel entrances and actively promote safe driving rules through Variable Message Signs (VMS) and text messages."

The Expressway Corporation urged drivers to prepare winter equipment before departure, reduce speed by 20-50% when road surfaces are icy, and maintain at least double the usual distance between vehicles. It also recommended that travelers and returnees to the Gangwon area refrain from traveling as much as possible between the evening of the 2nd and the morning of the 3rd, when heavy snowfall is expected to be concentrated.
