Jongno-gu, Seoul (District Mayor Jeong Munheon) has been implementing the 'Real Estate Transaction Report KakaoTalk Service' since last month, receiving positive responses from civil petitioners.


This service accepts various transaction reports such as real estate sales, gifts, and pre-sale rights, and within 5 days, notifies the transaction parties (seller and buyer) of the processing results and mandatory matters such as ownership transfer registration via KakaoTalk.

Currently, 95% of real estate transaction reports are made through agents such as licensed real estate agents or legal scriveners, so the transaction parties often do not directly know the related details.


Also, after signing the ownership transfer contract, registration must be applied for within 60 days from the payment date, but in direct real estate transactions, it is common for parties to be unaware of related legal regulations or to delay due to personal reasons. Therefore, the district provides an opportunity for the transaction parties to directly review important parts of the contract to prevent errors in reporting or fines due to delays in ownership transfer registration.


The Real Estate Transaction Report KakaoTalk notification service operates twice a week. Processing results for cases received from Tuesday to Thursday are sent at 4:30 PM on Friday, and those received from Friday to Monday are sent at 4:30 PM on Tuesday. However, changes, corrections, or cancellations of real estate transaction reports are not applicable.


In addition, Jongno-gu is promoting the 'Happiness & Sharing Real Estate Brokerage Office' project, which offers free or partial reductions of brokerage fees to vulnerable groups, young tenants, and newlyweds. The 'Safe Jeonse and Monthly Rent Contract Assistance Service' for single-person households residing or planning to reside in the district is also provided free of charge. This service is popular among young people with little related experience, as housing safety managers accompany them when viewing houses as well as providing contract consultations.

District Mayor Jeong Munheon stated, “We aim to provide detailed guidance on real estate transaction information, which often feels complicated, and take the lead in protecting residents’ property rights,” adding, “With the KakaoTalk notification service introduced for the first time this year, we plan to enhance communication and convenience between residents and administrative agencies by informing transaction parties of report receipt and ownership transfer registration obligations.”
