The opening ceremony will be attended by about 200 people, including more than 100 winter and summer athletes and game officials, Jeong Jin-wan, president of the Korea Paralympic Committee, and executives and staff of sports organizations in Gyeonggi Province. The ceremony will begin with an opening address by President Jeong Jin-wan, followed by an encouragement speech by Vice Minister Jang Mi-ran, pledges from national athletes Kim Jeong-nam (shooting) and Kang Hyun-joo (rowing), and congratulatory performances. This year, the Ministry of Culture, Sports and Tourism plans to improve the treatment of national disabled athletes by adjusting training assistance and training partner allowances to realistic levels and expanding and deploying salaried national team coaches to strengthen stable training conditions. To help national disabled athletes improve their performance while protecting their health, the ministry will also enhance the operation of a scientific training system by expanding professional sports medical and scientific programs based on data analysis and research, as well as an on-site dedicated scientific support team.

Vice Minister Jang Mi-ran stated, "I will carefully inspect and support the training conditions so that the Republic of Korea’s national disabled athletes can perform at their best under optimal conditions," adding, "I hope all athletes complete their training well and achieve their goals."
