Dongdaemun-gu (Mayor Lee Pil-hyung) is set to actively promote the creation of a "paperless low-carbon office."
This policy was established to move away from paper-centered administration, actively introduce a smart work environment to improve work efficiency, and spread a culture of resource conservation and carbon neutrality.
The district aims to reduce the purchase of copy paper and toner by 50% by 2027 compared to 2024. Through this, it is expected to save 4.45 million sheets of paper annually and reduce greenhouse gas emissions by 108 tCO2eq (equivalent to 108 tons of carbon dioxide). Considering that approximately 2.88g of carbon is emitted when producing one A4 sheet and an additional 21.6g of carbon is generated during printing, the positive environmental impact of saving paper alone is expected to be significant.
Since carbon emissions from using a laptop for one hour are only 0.78g, it is anticipated that work methods utilizing electronic devices instead of paper will contribute substantially to carbon reduction.
To effectively establish this policy, the district plans to implement ▲ paperless meetings and mandatory prior reporting ▲ paper-saving printing guidelines and use of eco-fonts ▲ expansion of e-book production ▲ establishment of employee practice codes ▲ monitoring of paper and toner purchase performance across all departments and selection of outstanding departments.
Dongdaemun-gu has already piloted paperless meetings and reporting since 2024, confirming the effect of simplifying administrative procedures. Additionally, it has achieved substantial paper reduction by drastically cutting printed documents from 109 sheets of 30 types to 36 sheets of 10 types under existing contract administration.
The district will also expand carbon neutrality policies involving residents as well as the public sector. Following last year, it plans to promote resident-experienced eco-friendly policies through various projects such as ▲ public-private cooperation projects for building energy efficiency ▲ operation of the carbon-neutral resident practice organization "Carbon Talks Dongdaemun" ▲ and fostering sister school relationships with Grenoble Elementary School in France.
Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, “We will establish a smart administrative system by making carbon neutrality a part of daily life starting with small practices, creating a sustainable future.” He added, “Under the slogan ‘Like! Dongdaemun,’ we will continue to expand carbon neutrality policies and leap forward as a model eco-friendly city.”
