The government will be accepting compensation applications throughout February from residents of Taean County, Chungnam Province, who have suffered from noise damage caused by the Agency for Defense Development Anheung Comprehensive Test Center.
Taean County announced that from February 3 to 28, compensation applications will be accepted from residents living in designated noise-affected areas, including parts of Geunheung-myeon and Nam-myeon.
This compensation application is in accordance with the "Act on the Prevention of Noise and Compensation for Damage from Military Airfields and Shooting Ranges" (Military Noise Compensation Act) enacted in 2019. The compensation is fully funded by the national government, with the Ministry of National Defense as the responsible agency.
The Anheung Test Center of the Agency for Defense Development, located in Geunheung-myeon, has long caused inconvenience to residents due to ongoing noise from shooting and other activities. In 2019, County Governor Gasero adopted a government proposal at the Chungnam Local Government Meeting urging the enactment of a law for noise damage compensation, and the county has continued efforts to minimize resident damages.
Compensation payments began in 2022, with last year's total compensation amounting to 524.44 million won (2,080 cases). Since the payment criteria remain largely unchanged from last year, compensation will be provided as usual this year.
This year's eligible recipients are residents (including foreigners) who have their registered address and have actually resided in the noise-affected area from January 1 to December 31, 2024. The compensation amounts are as follows: 60,000 won per month for Category 1 areas, 45,000 won per month for Category 2 areas, and 30,000 won per month for Category 3 areas. The amount may be reduced depending on the timing of moving in or working far from home.
Eligible residents should visit the Environmental and Forestry Division of Taean County Office with the required documents, such as the compensation application form and a copy of their bankbook, or apply by mail or through "Government24." If applicants belong to the same household, one household representative may apply, and if personal application is difficult, a proxy may be appointed.
After the application period ends, the Ministry of National Defense will post the results on its website by May 31 and send compensation decision notices to applicants by mail, with compensation payments scheduled for August.
On-site application services will also be provided to minimize inconvenience for residents. Applications will be accepted at the respective village offices as follows: Geunheung-myeon Dohwang-ri residents from February 3-7; Geunheung-myeon Sinjindo-ri residents from February 10-14; Geunheung-myeon Jeongjuk-ri and Yongshin-ri residents from February 17-21; and some Nam-myeon Sinon-ri residents from February 24-25.
A county official said, "If you do not apply within the deadline, you may reapply during next year's application period, but no interest will be added for delayed payment, so please apply within the deadline. We will make every effort to ensure fair and prompt compensation for residents suffering from noise damage."
