Dongdaemun-gu (Mayor Lee Pil-hyung) announced that it has begun to find a breakthrough in negotiations for facility relocation by conducting design change consultations to reflect residents' demands regarding the original plan change of the Cheongnyangni Station GTX substation and nine major auxiliary facilities of the GTX-B and C lines.
Initially, during the process of approving the basic notice of the GTX-C line implementation project on December 22, 2020, and conducting implementation plan consultations, Dongdaemun-gu requested changes in the locations of substations and ventilation shafts within the area. However, in December 2023, the implementation plan notice for the C line was approved without reflecting the district's opinions.
Dongdaemun-gu judged that the Cheongnyangni Station GTX-C substation, located only 18 meters from nearby residences, seriously threatens residents' health and safety rights. Therefore, in May 2024, it requested the Ministry of Land, Infrastructure and Transport to revoke the plan ex officio and review alternative sites. Since then, through several consultations including meetings with the GTX division chief of the Ministry in June 2024, the district has continuously expressed opposition to the original installation plan of the GTX Cheongnyangni substation.
Recently, the district reviewed alternative site designs and requested the Ministry of Land, Infrastructure and Transport to examine them. It plans to actively negotiate with the Ministry to discover an alternative substation site that minimizes the impact on residential areas.
The #9 ventilation shaft near Hoegi Station on the GTX-C line is located near a large newly constructed apartment complex, causing collective opposition from prospective residents due to pedestrian path issues and construction noise. However, a recent on-site inspection by the GTX construction company confirmed the unsuitability of the ventilation shaft's location. Accordingly, consultations and technical reviews for adjusting the ventilation shaft location are underway.
The #16 ventilation shaft in Yongdu Neighborhood Park on the GTX-B line was originally planned to be located in Seongdong-gu but was moved to Yongdu Neighborhood Park in Dongdaemun-gu due to distance adjustments. This relocation faced strong opposition from residents, causing delays in the project. However, Dongdaemun-gu negotiated with the Korea Rail Network Authority to maintain only the existing #13 ventilation shaft for the GTX-C line in Yongdu Neighborhood Park and to proceed with the Yongdu Park environmental improvement project. A residents' briefing session is scheduled.
The #17 ventilation shaft in front of Samyook Hospital on the GTX-B line is located in a severely congested area of Mangwoo-ro. Dongdaemun-gu has continuously expressed opposition to the location and requested alternative site reviews. Recently, the Ministry of Land, Infrastructure and Transport gave a positive response regarding the site reconsideration, signaling a green light for relocating the ventilation shaft.
Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, "While we agree that the GTX project is a national policy to alleviate traffic congestion for metropolitan residents, we cannot consent to the installation of GTX substations and ventilation shafts that have location-related unfairness and threaten the safety of our residents." He added, "We will not be satisfied with the current achievements but will pursue more active communication and consultations, and minimize residents' inconvenience through proposals for alternative sites."
