Musk's Role and Goals Remain Unclear

Some organizational details of the Department of Government Efficiency (DOGE), led by Elon Musk, CEO of Tesla, under the second term administration of U.S. President Donald Trump, have been partially revealed.

On the 21st (local time), The New York Times (NYT) analyzed the structure, work style, and goals of the Department of Government Efficiency based on the executive order signed by President Trump the previous day.


According to the executive order titled "Establishment and Operation of the President's Department of Government Efficiency," the department will be launched by taking over the "U.S. Digital Service," an organization created during the Barack Obama administration to improve government services. Its official name will be changed to the U.S. Department of Government Efficiency Service (USDS), and its position will be shifted directly under the White House Chief of Staff.


Along with this, President Trump mandated through the executive order that each government agency form a "DOGE team" consisting of at least four members. Typically, the DOGE team includes one leader, one engineer, one human resources expert, and one lawyer, and the heads of government agencies, such as ministers, must appoint these members in consultation with the USDS. The DOGE team leader is responsible for advising each agency head on the implementation plans of the "government efficiency agenda."


Furthermore, President Trump established a new position of "USDS Administrator" within the White House Chief of Staff's office through the executive order and directed that a temporary organization led by this administrator be set up within the USDS. The USDS Administrator must report to White House Chief of Staff Suzy Wiles, and the operation period of the temporary organization will end on July 4, 2026.


However, specific details such as the other functions of this temporary organization and who will serve as the USDS Administrator have not been disclosed. Regarding this, the NYT reported that options being considered include Musk directly taking the administrator role, Steve Davis, CEO of The Boring Company, or Brad Smith, a healthcare entrepreneur close to Jared Kushner, President Trump's son-in-law.


Musk's exact position is also still uncertain. While President Trump stated in the executive order that about 20 people, including Musk, will be provided offices in the White House, he clarified that these offices will not be located in the "West Wing," the president's executive office building.


The ultimate goal of the Department of Government Efficiency remains ambiguous, according to the NYT. During his election campaign, Musk announced plans to cut $2 trillion in wasteful federal spending, about one-third of the federal budget, but on the 9th, he lowered the target, saying, "If we work for $2 trillion, we will have a good chance to achieve $1 trillion."
