23 Civil Petition Safety Guards Assigned to 13 Community Service Centers
in Connection with the Happy Job Project
Active Response to Obstruction of Public Duties, Such as Verbal Abuse and Assault by Petitioners

Gwangjin-gu (District Mayor Kim Kyung-ho) is newly assigning 'Civil Petition Safety Guards' to ensure the safety of employees and visitors at the community service centers.


In response to the recent continuous occurrences of illegal acts and public service obstruction, such as verbal abuse and assault by petitioners, the district began deploying Civil Petition Safety Guards from the 20th to strengthen the safety of civil petition response staff and visitors to the community service centers.


Two Civil Petition Safety Guards will be assigned to each community service center, working in morning and afternoon shifts. They will use wearable cameras, portable protective equipment, to secure video evidence in case of illegal acts such as verbal abuse or assault during work. The use of wearable cameras will follow procedures, including prior notification to petitioners about the recording.


Additionally, through prior training, the guards have been clearly educated on their roles, responsibilities, and scope of work, and efforts have been made to enhance their capabilities to ensure the safety of residents and public officials, including emergency response skills.


This Civil Petition Safety Guard program is operated by utilizing personnel recommended by each community service center from local residents who have a good understanding of the community and experience in communication with residents, linked with the Youth Job and Happy Job projects.


Kim Kyung-ho, Mayor of Gwangjin-gu, said, “We ask for the interest of all residents so that a mature civil petition culture based on mutual respect between petitioners and public officials can be established in the future, and we will strive to provide administrative services that satisfy both petitioners and employees.”
