Suwon City 'Paper Notice → Electronic Notice' Calls... 8 Types Including Local Taxes

The city of Suwon in Gyeonggi Province is switching eight types of local tax and non-tax revenue-related bills from 'paper bills' to 'electronic bills.'


Suwon announced on the 22nd that it will complete the expansion of the mobile electronic billing system by July and will officially implement mobile electronic billing starting in August. Suwon expects that expanding mobile electronic billing will save about 450 million KRW annually in postal delivery costs.


The electronic billing targets include ▲local tax regular payment notices, automobile tax annual payment notices ▲local tax refund notices and applications ▲exclusive lane violations, parking violation fines pre-assessment, main assessment, seizure, collection, and delinquency bills ▲automobile fine delinquency payment reminders, among others.


In particular, electronic billing for parking violation fines will be linked to the next-generation non-tax revenue system to allow citizens to check violation photos and details on their smartphones. This system, introduced first nationwide by Suwon, will serve as a foundation for other local governments to utilize in the future. Suwon has led discussions with the Korea Local Information Research & Development Institute to coordinate linking parking tax data and violation photos.

Additionally, a payment function will be added after viewing the electronic bill, and the recipients will be generated by linking with the next-generation local tax and non-tax revenue systems. Functions such as 'notification for unpaid persons within the due date' and 'simplification of paper bill mailing for elderly and non-viewers through cooperation with the post office' will also be introduced.


Last November, Suwon introduced the mobile electronic billing system and sent a total of about 103,000 electronic documents for four types of notices: local tax payment reminders, non-tax revenue delinquency payment requests, automobile compulsory insurance reduction notices, and automobile comprehensive inspection reminders.


The mobile electronic billing system uses certified electronic document intermediaries such as Kakao and KT to send bills and notices to the smartphone registered under the recipient's name. It can be checked immediately on the smartphone without a separate application, and it also resolves delivery errors caused by address mismatches.


A Suwon city official stated, "With the expansion of the mobile electronic billing system, citizens will be able to check bills and notices more conveniently on their smartphones," adding, "It also reduces the cost of producing and sending paper bills and has a positive effect on protecting the environment."
