The government's next-generation digital employment platform, 'Goyong24,' surpassed 10 million individual members just four months after its launch. The government announced plans to expand the application of artificial intelligence (AI) technology to improve the Goyong24 service and strengthen job and talent recommendations for job seekers.
The Ministry of Employment and Labor announced on the 21st that as of the 15th, Goyong24, which officially launched on September 23 last year, recorded 10,006,000 individual members and 409,000 corporate members. The ministry explained that 10 million individual members represent about one in three of South Korea's economically active population aged 15 and over (approximately 29.48 million).
Goyong24 is an integrated online employment service platform that combines nine platforms?including Worknet (job placement), Employment Insurance (unemployment benefits and incentives), and the Vocational Training Portal (vocational training)?to allow users to apply for and check related services in one place, eliminating the inconvenience of navigating multiple information networks.
The Ministry of Employment and Labor improved work efficiency by introducing automated screening and robotic process automation (RPA) when launching Goyong24. As a result, the processing time for individuals applying for services such as unemployment benefits decreased from 7 days in 2022 to 3.6 days last year. With improved service convenience, the number of online applications from corporate members increased by about 1.5 times. The processing time for civil complaints was reduced by approximately 30%, from 16.1 days in 2022 to 11.3 days last year.
The ministry also enhanced personalized services using AI on Goyong24. With the expansion of AI-powered job recommendations and job care (personalized career and career planning) services, the number of job matches resulting in employment increased by 25%, from 70,631 to 88,295 between January and November last year compared to the same period the previous year. The use of job care services also increased fivefold, from 45,914 to 279,370 during the same period.
Breaking down Goyong24 individual members by age, the largest groups were those in their 10s and 20s (25.9%), followed by those in their 30s (23.7%), 40s (19.8%), 50s (18.0%), and 60 and older (12.6%). The service usage proportions were job placement (33.7%), job-seeking benefits (16.5%), vocational psychological tests (9.9%), and the National Tomorrow Learning Card (9.9%).
Corporate members were mostly from manufacturing (28.9%), health and welfare (18.9%), wholesale and retail (12.6%), professional scientific and technical services (7.8%), and construction (7.8%) industries. The majority of service usage was for job placement (49.1%) and foreign worker recruitment (27.9%).
Regarding employment through AI job matching by age, as of January to November last year, the main groups were those in their 50s (29%), 40s (25%), and 60 and older (16%). Those in their 30s and 20s and younger accounted for 15% each. The application rate through AI job matching was around 35%.
The ministry plans to launch a service in the first half of this year that predicts a job seeker's employment probability within six months and supports in-depth counseling to advance Goyong24. It will also introduce a service recommending the top five suitable jobs based on the job seeker's vocational aptitude. In the second half, AI job recommendations considering job seeker characteristics and explanations for recommendations, as well as a self-diagnosis service enabling career exploration without work experience, will be provided.
For corporate members, in the first half of the year, services will be introduced that automatically draft job postings by simply entering basic recruitment conditions and automatically verify the legal compliance of job postings using AI. In the second half, services will include providing reasons for talent recommendations, summary information on recommended candidates, predicting hiring probabilities for job postings, and offering customized consulting for companies.
The ministry will also enhance service convenience by expanding AI technology applications, introducing digital resumes, and AI counseling chatbots. The ministry's Employment Support Policy Officer explained, "The digital resume integrates national technical qualifications, TOEIC score certificates, university graduation certificates, and internship experiences using blockchain technology," adding, "We will start a service this year that allows companies to verify these without separately requesting documents."
