The National Police Agency's National Investigation Headquarters (NIH) was confirmed to have received a report supporting the arrest team for key figures such as Lee Jae-myung, leader of the Democratic Party of Korea, and Han Dong-hoon, leader of the People Power Party, during the 'December 3 Emergency Martial Law Incident,' and held practical consultations with the Defense Counterintelligence Command (DCC).

According to the indictment submitted by the Ministry of Justice to the office of Park Beom-gye, a Democratic Party member of the National Assembly's Legislation and Judiciary Committee, the Police Commissioner Cho responded affirmatively to a request stating, "The martial law troops will arrest 10 people; please confirm their locations," and instructed to consult practically with the NIH.


The head of the DCC's Investigation Coordination Division requested, "Please support with 100 police personnel and 20 escort vehicles," and added, "The arrest team should be formed as one unit consisting of 5 DCC members, 5 police officers, and 5 military police." The NIH Investigation Planning Officer asked, "Exactly who are you going to arrest?" and the DCC Investigation Coordination Division head replied, "Representatives Lee Jae-myung and Han Dong-hoon." The NIH Investigation Planning Officer reported this information to the NIH Investigation Planning Officer in charge and the NIH Investigation Planning Coordinator.


The NIH Investigation Planning Coordinator reported to Commissioner Cho, saying, "They are requesting support for an arrest team of 5 members for Han Dong-hoon," and instructed the NIH Investigation Planning Officer, "Since the Police Commissioner has been informed, send the list to the DCC." The NIH Investigation Planning Coordinator also informed NIH Director Woo Jong-su by phone that the support request and list for the DCC had been handled.


The National Police Agency rebutted, stating, "The Investigation Planning Officer has no knowledge of hearing about Representatives Lee and Han from the DCC," and added, "The indictment was prepared based solely on the DCC's testimony adopted by the prosecution and is inconsistent with the facts."
