The High-ranking Officials' Crime Investigation Unit (PCC) took a sudden move on the 13th to execute the second arrest warrant for President Yoon Seok-yeol. The PCC held a press briefing at 9 a.m. that day and reported, "Unlike the first execution, there were no Security Office staff actively blocking us. There was no physical confrontation."

The PCC particularly emphasized, "At this point, voluntary appearance is not being considered; the purpose is to execute the warrant." When asked whether they would consider investigating at a third location or conducting a visit investigation if the warrant execution failed, they responded, "If that were the case, we would not have requested an arrest warrant." Regarding whether President Yoon would be directly placed in the transport vehicle, they said, "That is a matter of principle, but it will be negotiated on site."

They also explained that after the arrest, President Yoon would be investigated in a video recording interrogation room. A PCC official stated, "We have prepared about 200 pages of materials, and the responsible prosecutor and investigators may change for now." However, it was noted that whether President Yoon will be transported by vehicle and whether he will be placed at the photo line upon arrival at the PCC have not been decided.
