Uijeongbu City, Gyeonggi Province (Mayor Kim Dong-geun) announced on the 9th that starting this year, the eligibility criteria for the National Basic Livelihood Security System and the Emergency Welfare Support System will be relaxed. Additionally, with the expansion of livelihood benefits and emergency welfare livelihood support, citizens' welfare benefits will significantly increase.
Compared to last year, livelihood benefits have increased by 6.42% for a four-person household and 7.34% for a single-person household. Accordingly, the support standard amount for the National Basic Livelihood Security livelihood benefits will increase from a maximum of 1,833,572 KRW per month to 1,951,287 KRW per month for a four-person household.
The criteria for livelihood benefit obligors have also been relaxed. Previously, the annual income limit was 100 million KRW or general property worth 900 million KRW or less, but starting this year, it has changed to an annual income of 130 million KRW or general property worth 1.2 billion KRW or less. Furthermore, the age for elderly earned income deduction has been expanded from 75 years and older to 65 years and older.
The automobile property criteria have also been improved. Previously, the standard was a passenger car with an engine displacement under 1600cc, over 10 years old, or a vehicle value under 2 million KRW, but starting this year, it has been relaxed to a passenger car with an engine displacement under 2000cc, over 10 years old, or a vehicle value under 5 million KRW.
For the Emergency Welfare Support System, the support amount and criteria have also been raised. The livelihood support amount for a four-person household has increased from a maximum of 1,833,500 KRW per month to 1,872,700 KRW per month. The income criteria have been relaxed from 4,297,434 KRW or less to 4,573,330 KRW or less, and the financial asset criteria have changed from 11,729,000 KRW or less to 12,097,000 KRW or less.
The Emergency Welfare Support System is designed to provide rapid short-term support such as emergency living expenses to households facing sudden crisis situations that make livelihood maintenance difficult, helping them escape from the crisis.
With the increase in the median income standard and the relaxation of eligibility criteria, the entry barriers for low-income households to become basic livelihood security recipients are lowered, and it is expected that more families in crisis will be able to receive support.
Mayor Kim Dong-geun stated, “The relaxation of the National Basic Livelihood Security System criteria and the expansion of livelihood benefits and emergency welfare support in 2025 will greatly contribute to reducing welfare blind spots and stabilizing citizens' lives. We will continue to do our best to improve citizens' welfare.”
