A revision bill has been proposed to improve the system so that when art installations, which are mandatory in buildings above a certain scale, are damaged or lost, measures such as restoration or repair can be taken.
On the 9th, Kim Mi-ae, a member of the People Power Party, announced that she would representatively propose the "Partial Amendment to the Act on the Promotion of Culture and Arts" containing this content.
The current Act on the Promotion of Culture and Arts requires building owners who intend to construct buildings of certain types or scales prescribed by Presidential Decree to install and manage artworks. The mayor, county governor, or district head inspects the status of the artworks and may order the building owner to restore, repair, or remove the artworks if necessary due to damage or loss. However, there has been an issue that there is no means to enforce the order if the building owner does not comply with the restoration or other measures.
In response, Representative Kim's amendment allows imposing fines on building owners who do not comply with the orders from the mayor, county governor, or district head, and if the building owner fails to carry out restoration measures, the mayor, county governor, or district head can execute the work and recover the costs from the building owner.
Representative Kim said, "We aimed to organize the system so that artworks can be safely managed and their value as artworks can be maintained," adding, "Although it is a small part, the significance lies in preparing an improvement plan to realize the legislative intent of the Act on the Promotion of Culture and Arts to promote cultural and artistic activities and expand the public's opportunities to enjoy culture."
