Jinju City Announces 83 Cases in 5 Major Areas of 'Policy Changes This Year'

Expansion of Citizen Safety Insurance, New Footbridge Construction in Sinjinju Station Area,
Completion of Dongbu Municipal Library, and More

Jinju City in Gyeongnam announced 83 changes in systems and policies across five major areas for 2025 to enhance citizen convenience by clearly guiding newly changed or established matters from the new year and to minimize confusion caused by policy changes.


First, the coverage of the existing citizen safety insurance will be further expanded. Starting in February, coverage items for injury death and injury aftereffects caused by explosions, fires, etc. will be added, and diagnostic fees for dog bites and dog collision accidents will also be included.


In the first half of 2025, the ‘Gyeongnam Donghaeng Loan’ providing emergency living expenses loans for low-credit individuals will be launched, and in the second half, the ‘Jinju Silk Museum,’ preserving the historical and cultural value of the 100-year-old Jinju silk industry, is scheduled to open.

The support amount for the Munhwa Nuri Card for culturally marginalized groups will increase from 130,000 won to 140,000 won annually, and the support amount for sports class usage vouchers for low-income children and adolescents will increase to 105,000 won per month. Furthermore, the exemption for public sports facility usage fees will be expanded from families with three children to those with two or more children.


In Chojang-dong, the ‘Dongbu Municipal Library,’ serving as a multifunctional cultural center, will be established, and in Jisumyeon, ‘Gaepyeong Halmae Goga Stay,’ a traditional Hanok lodging facility for tourists, will be built, further expanding cultural tourism infrastructure.


From January 2, Jinju’s children and adolescents will be able to ride city buses for 100 won. This is part of the ‘Free Youth City Bus Ride System,’ a pledge of the 8th elected administration, aimed at reducing transportation costs for families with children and promoting public transportation use.


A pedestrian overpass to improve accessibility between residential complexes and public facilities will be newly constructed in front of Eunhasu Elementary School near the Shinjinju Station area, and public parking towers will be built in the old downtown areas of Jung-an District and Chilam District to enhance parking convenience for citizens.


The eligibility for parents using the ‘365-day 24-hour hourly childcare room,’ which supports those facing urgent childcare difficulties, will be expanded not only to Jinju residents but also to those registered or working in Sacheon City within the same living area.


Additionally, the city will support the freezing and preservation costs of reproductive cells (eggs and sperm) for citizens who require fertility preservation due to medical treatment expected to cause permanent infertility. Support for necessary expenses such as daycare event fees and field trip costs will also be expanded from children aged 4?5 to those aged 3?5.


To improve the quality of school meals through fresh and safe food supply and to establish a virtuous cycle of local food, Jinju’s ‘Integrated Food Support Center’ will expand its operation from a pilot program in 11 schools in 2024 to 43 schools in 2025.


The ‘Rural Stay-type Shelter’ policy aimed at increasing the rural resident population is also notable. Weekend and experiential farmers will be allowed to install rural stay-type shelters as temporary accommodations without farmland conversion, as regulations are relaxed.


With the prohibition of dog breeding, slaughter, distribution, and sale for food purposes and the mandatory closure or conversion of the dog meat industry, the city plans to support dog farm owners with closure and conversion costs to end dog meat consumption.
