Since the full revision of the Local Autonomy Act in 2022, accessibility has been improved through simplification of the petition procedure, establishment of an online non-face-to-face platform, and lowering the eligible age for petitioners (from 19 years old to 18 years old). However, only one petition has been submitted in Gwangju since 2022.


The meeting held in the small conference room of the Gwangju Seo-gu Council was arranged to gather opinions from the chairpersons of the Residents' Autonomy Federation, who have been working since October last year to propose the "Residents Participation Points System Operation Ordinance" for residents' ordinance proposals.


The Residents Participation Points System is a system that encourages direct participation in district administration through resident proposals and participation in district events. Residents can accumulate points that can be exchanged for Onnuri gift certificates, Good Store vouchers, and other rewards by participating in various ways.


Councilor An Hyungju stated, "I hope that the opinions gathered through this meeting will encourage local residents to participate more actively in district administration activities," and added, "It is expected that the first ordinance proposed by residents in Gwangju Seo-gu will become a new model in the history of residents' autonomy."


Meanwhile, the ordinance is scheduled to be submitted in March, and the minimum number of signatures required for the ordinance petition is more than 3,491. Signatures can be conveniently collected via the Residents e-Direct System on both PC and mobile devices.
