Gyeonggi Province is set to nurture 30,000 leading talents in future growth industries. It will also promote 750 joint industry-academia research projects and foster 100 startup companies in future growth industries.
On the 5th, Gyeonggi Province announced that it has finalized the "Gyeonggi-do RISE Plan," consisting of four major projects and 16 sub-tasks, which include concrete implementation measures for the Regional Innovation-centered University Support System (RISE), after review by the Gyeonggi-do RISE Committee.
Accordingly, Gyeonggi Province will invest 99.2 billion KRW annually from this year through 2029, totaling 496 billion KRW over five years. Through this, it aims to cultivate 6,000 leading talents and 5,000 practical talents in regional industries, totaling 55,000 people, in Gyeonggi’s seven future growth industries (G7): semiconductors, artificial intelligence (AI) big data, advanced mobility, bio, renewable energy, quantum, and digital transformation.
Additionally, to strengthen corporate technological competitiveness, 150 joint research projects between universities and companies will be conducted annually, totaling 750 projects over five years. Universities will be utilized as innovation technology startup bases to foster 20 startups annually in the G7 future growth industries, totaling 100 startups over five years. The plan also includes training 1,000 specialized professionals tailored to regional demand and 2,000 incumbent workers.
In particular, specialized tasks will be established for the northern Gyeonggi region’s specialized industries and industrial structure advancement, promoting balanced development between the northern and southern regions through the creation of growth engines in the northern area.

To establish this plan, Gyeonggi Province conducted five rounds of opinion gathering starting early last year. It also formed the "Gyeonggi-do RISE Council" for multiple consultations and advisory sessions, and held briefing sessions in April and December of last year.
Lee Seong-ho, Director of the Future Growth Industry Bureau of Gyeonggi Province, emphasized, "As a global innovation hub where the world’s largest advanced industries gather, close cooperation with universities in the province is more important than ever to establish a sustainable virtuous cycle of innovative growth. Through Gyeonggi Province’s unique RISE initiative, we will do our best to secure South Korea’s leadership in the global technology hegemony competition."
Starting with the establishment of the RISE implementation plan this month, Gyeonggi Province will begin a public contest to select RISE-performing universities from February, complete the final selection by May, and actively promote the projects in the first half of the year.
