Namyangju Newspaper has been establishing and implementing this award since 2008, presenting it to individuals who have contributed to the development of Guri City and Namyangju City in various fields such as politics, economy, and administration throughout the year, based on strict criteria and evaluation.

Councilor Gwon Bong-su was elected as a member of the 4th, 5th, and 9th Guri City Council, and through field-centered legislative activities focused on communication and harmony with citizens, he has realized citizen-centered local autonomy and contributed to the growth and development of grassroots democracy.

In particular, as the chairman of the 9th Guri City Council during the first half of the term, he led the council by holding public hearings and meetings during the enactment and revision of ordinances to reflect citizens’ opinions. He also established emergency issue questioning and personnel hearings to strengthen the council’s oversight and checks on the city executive branch. Furthermore, he was highly praised for regularizing legislative briefings and for holding the first-ever ‘Local Autonomy and Balanced Development Day Commemoration Ceremony’ in a local council, which led to him receiving this award.

Councilor Gwon Bong-su said, “While serving as the chairman of the 9th Guri City Council in the first half of the term, I wanted to create a ‘Guri City Council with citizens and a Guri City where citizens are the owners,’ which is my political belief.” He added, “This award is like a ‘milestone’ that shows my legislative activities based on this belief have been on the right track. As I have done so far, I will continue to communicate more closely with citizens and do my best in legislative activities so that citizens can feel more changes.”
