Uijeongbu City, Gyeonggi Province (Mayor Kim Dong-geun) announced on the 30th a strong commitment to “eradicate buses passing bus stops without stopping” by conducting a pilot operation from January 1 to February 28, 2025, where buses will “stop unconditionally if there are passengers at the bus stop,” and by establishing standards for bus stop stopping methods.

Analysis of the 2024 bus inconvenience complaint reports received by the city confirmed that “passing bus stops without stopping” accounted for the largest portion with 276 cases (43%). The city believes the fundamental reason for passing without stopping is that buses try to pass bus stops quickly to minimize operating time.


Accordingly, the city plans to prepare detailed standards (draft) regarding the scope of bus stops, stopping methods such as unconditionally stopping when there are passengers at the stop, and stopping locations. It will also conduct a pilot operation to comprehensively review by measuring the increase in operating time during service and the frequency of inconvenience complaints caused by the increased operating time.


The pilot operation will be carried out on two routes considering the number of bus stops and the duration of one operation. CCTV and BMS data will be analyzed to determine whether buses stop at stops, whether passengers board and alight safely, the extent of increase in one operation time, and the frequency of complaints. Based on the results, the city will establish standards for stopping methods, provide education to transport operators and workers, and strengthen administrative sanctions for violations.


Mayor Kim Dong-geun stated, “To create a walkable city Uijeongbu, we will continuously guide and manage public transportation bus operations to resolve traffic inconveniences and provide pleasant passenger services.”
