Ulsan City has established the ‘Ulsan Metropolitan City RISE (Regional Innovation-centered University Support System) Basic Plan (2025?2029)’ to ensure the successful operation of the ‘Regional Innovation-centered University Support System (RISE),’ which will be fully implemented starting next year.

원본보기 아이콘The ‘Ulsan Metropolitan City RISE Basic Plan’ aims to realize a true local era by fostering local talent, supporting employment and entrepreneurship, and creating a residential ecosystem through the establishment of a Ulsan-type university innovation leading model.
This plan contains a mid- to long-term strategy for five years from next year through 2029, and is composed of four major projects and twelve unit tasks under the vision of ‘A new leap toward a future industry-centered city through the co-growth of universities and industries.’
The four major projects are ▲ BRAIN Universities nurturing regional innovation talents (2 tasks) ▲ BRIDGE Universities coexisting with the region (3 tasks) ▲ BRAND Universities representing the nation by spreading innovation models (3 tasks) ▲ BOOSTER Universities promoting transformation into an attractive city (4 tasks). Through these four innovation strategies (U-RISE 4B Innovation Strategies), the plan aims to achieve four major performance goals: cultivating local residential-type talents, establishing a cooperation ecosystem among government, industry, academia, and research, innovating vocational and lifelong education, and solving regional issues.
Among the twelve unit tasks, the city has selected ▲ U-LEAD regional innovation leading customized convergence talent cultivation and ▲ the establishment of a safety education system platform for responding to high-risk complex disasters in regional industrial complexes as representative tasks to be prioritized.
Mayor Kim Doo-gyeom said, “By establishing a five-year plan that considers the characteristics of Ulsan as an industrial city and the strengths and specialized fields of local universities, we have taken the first step toward co-growth between the region and universities.” He added, “Starting next year, we will build an ecosystem of ‘local talent ? employment and entrepreneurship ? residential’ through the implementation of various RISE plan tasks.”
To ensure the solid operation of RISE, Ulsan City launched the ‘Ulsan Metropolitan City RISE Committee’ in December this year, consisting of 16 experts from education, economy, industry, and related organizations.
The committee serves as the highest decision-making body related to RISE promotion, responsible for deliberation and resolution on major RISE initiatives such as the Ulsan Metropolitan City RISE Basic Plan and implementation plans, project operations, and performance management.
On December 19, Ulsan City elected Mayor Kim Doo-gyeom and Ulsan University President Oh Yeon-cheon as co-chairs and deliberated and approved the RISE Basic Plan.
