Opposition lawmakers belonging to the National Assembly's Public Administration and Security Committee analyzed and announced CCTV footage showing the deployment of martial law troops. They reported that 10 martial law soldiers armed with pistols entered the National Election Commission (NEC) immediately after the emergency martial law was declared on the 3rd, and six of them went straight into the NEC's computer room.


About 10 opposition lawmakers from the Public Administration and Security Committee explained the internal situation of the NEC during the December 3 emergency martial law incident at a press conference held in the Rotunda Hall of the National Assembly main building on the 6th. Yoon Geon-young, a member of the Democratic Party of Korea, opened by saying, "Was the unconstitutional and illegal attempt by the martial law troops to invade the NEC aimed at 'stealing the integrated voter list based on conspiracy theories'?" He added, "We found clues suggesting that President Yoon Seok-yeol's emergency martial law was meticulously planned and executed according to the claims of election fraud conspiracy theorists."

Park Jeong-hyun, a Democratic Party lawmaker, stated, "According to the CCTV, three or four martial law soldiers stayed in the computer room for about 30 minutes, acting as if they were searching for something," and "They also took photos of a specific server three times." He reported that these martial law soldiers took photos of the ▲Integrated Voter List System server ▲Container C-row server equipped with security devices ▲Integrated storage server at 10:43 p.m. and 10:45 p.m. on the 3rd. The Integrated Voter List System is a system that manages the early voting list during elections.


At the press conference, they said, "The martial law soldiers who were inside the computer room for a long time kept making phone calls to someone," and "This call is an important scene that can prove the purpose of the martial law troops' invasion of the NEC, so the truth must be revealed through investigation." They also emphasized that the time the martial law troops entered the NEC was two minutes earlier than the time previously announced by the NEC. The NEC had reported the day before that the troops entered at 10:33 p.m. on the 3rd, but the newly revealed information shows that some troops entered the computer room at 10:31 p.m."

The Public Administration and Security Committee lawmakers said regarding the deployment of martial law troops to the NEC computer room immediately after the martial law declaration, "This shows that the martial law troops were preparing to enter the NEC even before the declaration," and "The unconstitutional and illegal martial law declaration can be seen as having been pre-planned with a specific purpose." The NEC has criticized the martial law troops' entry as "unconstitutional and illegal."


It is known that during the December 3 emergency martial law incident, a total of 297 troops were deployed: 120 at the NEC Gwacheon office, 47 at the Gwanak office, and 130 at the Election Training Institute. There is controversy as the NEC is not subject to the Martial Law Act.
