With the recent announcement of the ‘Financial Hub District Unit Plan’ by the Seoul Metropolitan Government, Yeouido is expected to transform into an international digital financial hub. Attention is also being drawn to the so-called ‘Second Yeouido,’ which is anticipated to benefit from this development.
Seoul has divided Yeouido into four zones through the ‘Yeouido Financial Hub District Unit Plan (draft).’ The plan outlines spatial planning directions suitable for each zone’s purpose, including floor area ratios, building heights, and usage. As a result, ultra-high-rise buildings, which were previously difficult to establish in Yeouido, are expected to be constructed.
Following Seoul’s regulatory relaxation, companies aiming to operate in Yeouido as a central hub are becoming increasingly active. According to the Korea Real Estate Board, as of the third quarter of this year, the office vacancy rate in Yeouido was 3.34%. This is significantly lower than the overall Seoul average office vacancy rate of 5.26% and even lower than Gangnam’s 4.68%. With the development accelerating following this announcement, the number of companies moving to Yeouido is expected to increase further.
Meanwhile, a new business district in the metropolitan area, regarded as the ‘Second Yeouido,’ is attracting attention. The Deogeun District in Goyang is the main focus, drawing corporate interest due to its proximity to Yeouido.
Administratively part of Goyang City, the Deogeun District is located right next to Sangam-dong in Mapo-gu, Seoul. It is accessible by car in about 10 minutes. Because of this, it is sometimes referred to as ‘Mapo-gu Deogeun-dong.’ This nickname reflects that its location conditions are essentially the same as Sangam-dong, which is considered a representative business district of Seoul. Additionally, the district is adjacent to Gangbyeonbuk-ro and Olympic-daero, allowing for quick car travel to Yeouido.
Alongside this, the massive-scale business district ‘IS Valley’ also draws attention. ‘IS Valley,’ a complex business town developed by IS Dongseo across five blocks of the Deogeun business district, is located right next to Sangam-dong, Mapo-gu, Seoul. It takes 6 minutes to reach Gangbyeonbuk-ro and 8 minutes to Olympic-daero via the Gayang Bridge. This makes it the most accessible location within the Deogeun District for quick travel to Yeouido and Magok.
With a total floor area of approximately 350,000㎡, ‘IS Valley’ is more than twice the size of the 63 Building (about 160,000㎡) and has a larger floor area than the Lotte World Tower (about 320,000㎡), which stands 123 floors tall. It surpasses the scale of some of the most iconic buildings in Korea.
Currently, over 80% of ‘IS Valley’ has been sold. In particular, all units of the officetels have been sold out successfully. Only parts of the business facilities in blocks 6 and 7 of the ‘Deogeun DMC IS Biz Tower,’ located in blocks 6 to 10 of the Deogeun District, remain available, with sales nearing completion.
Benefits from transportation development are also expected. This year, the Ministry of Economy and Finance confirmed the placement of ‘Deogeun Station’ in the Deogeun District area. ‘Deogeun Station’ will be a stop on the ‘Daejang-Hongdae Line,’ connecting Bucheon Daejang New Town to Hongdae Station in Mapo-gu, Seoul. Construction is set to begin next year, with early opening planned for 2030. Notably, many of the 12 stations on this line will be transfer stations. Some stops on the ‘Daejang-Hongdae Line’ will allow transfers to major metropolitan subway lines such as Line 2, Line 5, and Line 9.
Various specialized spaces also attract attention. The district is located near the Han River and within walking distance of World Cup Park and other parks, making it a ‘Han River Forest Zone.’ This has been leveraged to create landscaping specializations. A representative example is the creation of an eco-friendly ecological park using various organisms such as aquatic and terrestrial biotopes. Additionally, the ‘Grass Garden,’ which offers different seasonal landscapes, rooftop gardens on the 2nd and 5th floors with views of the Han River, and a rest area called the ‘Tea House’ for enjoying tea are provided. Furthermore, decorative gardens and lawns harmoniously blending various flowers and trees will be established throughout the interior.
Spaces for leisure and sports activities are also being developed. Communities for different types of exercise such as fitness, Pilates, and GX rooms are being created. This is expected to receive high praise from senior office workers who focus on health and fitness, as well as young office workers dedicated to body training. Moreover, the rooftop garden on the 2nd floor allows exercising while overlooking the Han River.
Spaces that enhance work efficiency are also included. The complex features multiple ‘large conference rooms’ and ‘medium conference rooms,’ as well as numerous ‘office lounges’ and ‘break rooms’ designed for communication and relaxation among employees. Additionally, ‘studio’ spaces for advanced and venture companies are being established. This reflects the increasing number of companies using streaming platforms such as YouTube, with the studios designed to be suitable for broadcasting and video production.
The sales promotion center for ‘Deogeun DMC IS Biz Tower’ is currently operating in Deogeun-dong, Deogyang-gu, Goyang City, Gyeonggi Province.
