The amount of unpaid taxes owed by foreigners in Nonsan, South Chungcheong Province, was found to be 123 million won as of October.
According to the city on the 3rd, unpaid automobile taxes account for 91.3% of the total, amounting to 112 million won. As this represents 1.9% of the city’s total delinquent taxes of 6.382 billion won, the city plans to make every effort to collect the overdue payments.
The foreign resident population in Nonsan is 6,483, which is 5.6% of the total population of 115,241.
On the 3rd, Nonsan City announced that it will begin collecting overdue local taxes from foreigners this month.
Foreigners are also required to report acquisition tax when acquiring real estate or automobiles, and must pay automobile tax, property tax, and resident tax.
However, the city is facing difficulties in collection due to unclear addresses of foreign residents and a lack of understanding regarding local tax obligations.
To address this, the city will identify the addresses of foreign tax delinquents to send tax notices, display banners in foreign languages, provide local tax payment guidance in five languages including English and Russian on the city hall website, and seize and auction real estate and automobiles of habitual delinquents.
Baek Seonghyeon, Mayor of Nonsan, said, “Unpaid taxes by foreigners can undermine tax fairness and cause social conflict,” adding, “We will make every effort to collect delinquent taxes by strengthening management of foreign tax delinquents and enhancing publicity to encourage voluntary payment and compliance with tax obligations.”
