Ulsan City Launches Advanced Safety Management Plus for Petrochemical Complex

Establishment of Real-Time Integrated Management System for Aging Underground Pipelines Over 20 Years
Expected Safety Benefits Through Accident Prevention and Rapid Response in Crisis Situations
An integrated safety management system for aging underground pipelines in the Ulsan National Industrial Complex will be actively established.
The Ulsan Metropolitan City is actively promoting the "Petrochemical Complex Safety Management Advancement Plus Project" to establish an integrated safety management system for aging underground pipelines within the National Industrial Complex.
This project utilizes artificial intelligence (AI) and the Internet of Things (IoT) to inspect and manage aging underground pipelines in real time. It targets 916 km of pipelines over 20 years old out of 1,526 km of hazardous material pipelines in the Ulsan National Industrial Complex due to concerns about potential accidents.
The project will be funded with a total of 15 billion KRW over four years until 2027, including 10.5 billion KRW from the national government and 4.5 billion KRW from the city government. Ulsan Metropolitan City will lead the project, with participation from Ulsan Technopark, Korea Testing & Research Institute, and Ulsan Information Industry Promotion Agency.
The main initiatives include ▲establishing an AI-based real-time inspection system (monitoring system) and integrated control room ▲building an IoT-based on-site safety evaluation and inspection system for underground pipelines (monitoring system) ▲constructing a digital twin of underground pipelines and supporting advanced safety management of buried underground pipelines.
Upon completion, advanced management technologies will be applied to underground pipelines in the Ulsan Industrial Complex, enabling accident prevention through corrosion and lifespan prediction, as well as ensuring safety through rapid response in emergencies.
An official from Ulsan Metropolitan City stated, “Through this project, we plan to advance the safety management of aging underground pipelines in the National Industrial Complex. We will spare no effort to support the transformation of the Ulsan National Industrial Complex into a safe industrial complex by applying advanced management technologies using AI and IoT to underground pipelines.”
